Global Trade Authorization Owner /Export/Import Licensing and Compliance Analyst Consulting Analyst, IDS Global Trade Raytheon Integrated Defense Systems (IDS) Woburn, Massachusetts Integrated Defense Systems (IDS) has opened an exciting new role for an experienced Export control professional to support licensing activities in a fast paced and exciting export/import environment. This position, a senior individual contributor role, provides guidance to business personnel on export/import controls to ensure compliance with U.S. and foreign regulations in international business activities. Contributes to development of business processes for submitting to and obtaining from the U.S. government all necessary export and import licenses, permits, certifications, and technology release determinations. Develops licensing plans and provides guidance for complex licensing strategy and program planning. Reviews and submits authorization requests to the U.S. Government. Assures regulatory compliance through review and approval of foreign travel, foreign visits and export and import transactions. Maintains applicable trade compliance records in accordance with regulatory requirements. Contributes to learning and audit assessment programs to ensure implementation and effectiveness of internal controls. Supports man a gement in investigating and resolving compliance matters. Responsibilities include, but are not limited to, the following: Obtain, maintain and monitor applicable licenses, agreements, permits, certifications, technology release authorizations, and commodity jurisdiction determinations in compliance with applicable US Government regulations and company policies to support Raytheon programs. Reviewing applicable authorizations with the programs to ensure understanding and compliance with the requirements Prepare, review, and administer export authorizations and miscellaneous correspondences to regulatory agencies Review and approve use of exemptions/exceptions Approve export and import shipments. Coordinate imports of unclassified and classified hardware with foreign parties to ensure proper customs paperwork is included and shipment is authorized under proper license exemptions Review and approve presentations, briefings, documents and other information provided to foreign persons for compliance with licenses and regulations prior to release outside the company Manage time efficiently by prioritizing workload and meeting Global Trade and program deadlines for the submission of authorizations, approval of export activities and reporting requirements as assigned. Jurisdiction and classification determination reviews Maintain records of current and expired license files, and issues reports on pending and approved licenses/approvals Program interface on interpretation of regulatory requirements or company export/import policies and procedures Review proposals, contracts, and/or purchase orders and participates in technical programmatic discussion/meetings Participate in strategic business engagement at the program level to ensure business execution, growth and compliance Identify, develop and complete export related training and communications requirements for program area Participate in development and implementation of company and BU policy, procedures, guidelines and instructions to support compliance with US Government export/import regulations and company policy Participate in and lead special projects, cross-functional business projects and corporate projects to support business objectives Perform the function as a designated Empowered Official per the International Traffic in Arms Regulations (ITAR), if required Required Skills: 10+ years of broad Export/Import experience and licensing responsibility (licenses, agreements, compliance, and transactional activities) and/or business experience Experience researching, interpreting and applying government regulations such as ITAR and EAR Experience using D-Trade Flexible, cooperative and collaborative Able to differentiate between routine, non-routine, and strategic export/import issues and able to make recommendations for solutions. Problem solver, able to work under time sensitive circumstances, collaboratively or independently, and take initiative to address situations before issues arise Application of basic business principals and concepts Demonstrated ability to analyze and solve complex problems Able to manage priorities of multiple complex tasks Demonstrated ability to participate in multi-functional teams working on export/import issues with an ability to drive issues to conclusions Empowered Official (EO) in most recent position Current DOD Secret Security Clearance and/or ability to obtain US Citizenship is required. Able to lead small teams to support global trade requirements for Program/Product Line Provide mentoring and coaching to global trade personnel Collaborate with other functional areas to support Program and Global Trade activities Able to promote and foster a customer-focused environment within the team for external and internal customers Desired Skills: 10 years of experience in the application of regulations (ITAR, EAR, Customs) in a high volume environments Experience with SNAP-R and OCR EASE IT systems a plus Flexible, cooperative and collaborative; demonstrated ability to adapt to changing US Government and customers conditions Excellent written and verbal communication skills Able to present recommendations to solve business challenges Self-motivated and results oriented with ability to prioritize and make independent decision.
